What Could the New Planning Rules Mean For Our Green Belt?

  • Examines proposed government changes to the National Planning Policy Framework (NPPF) and their impact on South East Essex’s Green Belt.
  • Discusses the challenges of sustainable development around railway stations and transport infrastructure.
  • Highlights concerns about cumulative housing developments and pressures on local services and infrastructure.
  • Emphasises the importance of prioritising brownfield sites over Green Belt land for new housing.
  • Considers traveller accommodation needs within planning policy and local strategies.

Housing Pressure From National Policy

The Government’s continuing reforms to the National Planning Policy Framework (NPPF) could have profound consequences for the future of South East Essex, particularly as Rochford, Southend, and Castle Point face growing infrastructure, housing, and environmental challenges. These areas need to be considered as one interconnected region.

One significant proposed change to the NPPF is the introduction of an “in-principle” or “default yes” approach to suitable development around well-connected railway stations, including those outside existing settlements and potentially within the Green Belt. Higher densities are also proposed near these stations.

Is Station Access Enough?

This approach raises a key question for communities such as Rochford, Hawkwell, and Hockley: can proximity to a railway station alone make development on Green Belt land sustainable?

Transport connectivity is undoubtedly important. However, sustainable transport cannot simply mean having a railway station somewhere in the wider area. A genuinely sustainable development must provide residents with realistic alternatives to the private car. This includes reliable, frequent bus services, safe walking and cycling routes, and good connections between homes, railway stations, schools, shops, healthcare, and employment.

Sustainability Beyond Station Access

A development of approximately 350 homes cannot reasonably be considered sustainable solely because Rochford or Hockley railway stations exist. On the ground, main roads through areas like Hawkwell do not currently offer regular and comprehensive public transport capable of significantly reducing dependence on private cars.

That dependence has consequences: additional traffic on already pressured roads, increased congestion, and greater strain on the A127, A13, and the surrounding local road network.

The Cumulative Impact

Another important issue is the cumulative impact of multiple developments. Mount Bovers, Brays Lane, Rochford, and other proposed developments are not isolated. Assessing each application individually can underestimate the overall effect of hundreds or thousands of additional homes across Rochford, Southend, and Castle Point.

This could lead to pressures on schools, healthcare, roads, drainage, water supply, wastewater infrastructure, and other essential services. It also threatens the open gaps between communities, potentially resulting in urban sprawl.

Pressure on Essential Services

This is especially relevant as the proposed new South East Essex local government structure develops. Regardless of administrative changes, the physical geography will remain the same, meaning transport, water, sanitation, schools, healthcare services, countryside, and Green Belt must accommodate the development consequences.

Traveller Accommodation Needs

The Government’s planning reforms also emphasise meeting Gypsy, Traveller, and Travelling Showpeople accommodation needs. Rochford, Castle Point, and Southend have evidence and policies relating to traveller accommodation; this is not a policy vacuum.

Rochford has a recent Gypsy and Traveller Accommodation Assessment, Castle Point has assessed its identified needs in its emerging Local Plan, and Southend’s latest evidence identifies no current need for pitches during its plan period.

National policy allows traveller sites in the Green Belt in certain exceptional circumstances, subject to Green Belt tests.

Where Should Homes Go?

Rochford, Southend, and Castle Point all need homes. However, the critical question is where those homes should be located.

Brownfield and previously developed land should remain the priority. Green Belt should not become the convenient default simply because brownfield sites present greater difficulties, higher costs, or complexities in delivery.

Mount Bovers, for example, is agricultural Green Belt forming part of the open landscape between settlements and is an important component of South East Essex’s wider green infrastructure.

Once the gaps between Rochford, Hawkwell, Hockley, Rayleigh, Southend, and Castle Point are developed, they cannot be recreated, leading to permanent loss of Green Belt.

Growth Without Losing Green Belt

The Government wants more homes, and communities understand the housing need. But building more homes must not mean losing sight of where they are built, what infrastructure supports them, and what we lose when Green Belt land is developed.

As South East Essex looks towards its future, a vital question remains: are developments planned around existing infrastructure, or are developments happening first with infrastructure expected to catch up later?

For communities across Rochford, Southend, and Castle Point, this distinction could determine the area’s shape for generations.
