Southend-on-Sea City Council and Rochford District Council officers have submitted a joint expression of interest to the New Towns Taskforce to explore a potential large-scale cross-boundary development.
A Vision for Growth
In December 2024, the councils responded to the New Towns Taskforce’s call for evidence, highlighting potential opportunities for housing and economic expansion.
The proposed cross-border development lies north of Southend and south of Rochford and is already under consideration within the Local Plan process. If approved, the project could provide:
✔️ 10,000 new homes, split evenly between the two councils
✔️ New jobs and community facilities
✔️ Significant infrastructure investment, including roads, health, public transport, and education
This follows a similar submission in 2018 by Rochford, Southend, and Essex County Councils, proposing the site as a new Garden Community.
Addressing Housing Needs
Both councils recognize the urgent need for housing:
🏡 Southend’s housing demand remains high, and this scheme would contribute to meeting those needs.
🏡 Rochford faces new government requirements for increased homebuilding.
This proposed development is not an additional housing requirement but rather a means to fulfill existing targets.
Council Leaders Speak Out
Cllr Daniel Cowan, Leader of Southend-on-Sea City Council, stated:
“Working closely with Rochford District Council, we have submitted an updated expression of interest to make a stronger case for infrastructure-led development. Southend-on-Sea faces a worsening housing crisis, and we need new infrastructure first—covering roads, health, public transport, education, and public open spaces—before we meet our housing challenges.”
“However, I want to be clear that this expression of interest does not commit the council to permitting housing on this land. Both councils retain the right to withdraw it. This is about taking a proactive approach to the challenges we face.”
Cllr James Newport, Leader of Rochford District Council, added:
“Rochford has a new requirement from Central Government to build more homes than ever before. We must explore all options to ensure the best outcomes for residents and businesses, including working with Southend to consider this cross-border growth location.”
“It is important to clarify that no decisions have been made—this is only an expression of interest. If the Government shortlists this bid, it will be reviewed by the appropriate council committee.”
“Any growth included in our Local Plan must bring improvements to services, facilities, and infrastructure—including roads and schools—and offer a range of housing sizes, including affordable homes. The draft Local Plan will be published for public engagement later this year.”
Next Steps
Earlier this month, the Government confirmed receiving 100 proposals from across England. Southend and Rochford councils expect to hear later this year whether their proposal will move forward for further investigation.
