Southend-on-Sea City Council has secured a significant conviction for blue badge fraud, underscoring its commitment to maintaining the integrity of the system.
On 31 October 2024, Mark Thomasson, 37, from Tickfield Avenue, Southend-on-Sea, was convicted at Southend Magistrates’ Court for the unauthorized use of a disabled person’s blue badge and for failing to present it for inspection. He received a £200 fine, was ordered to pay £1,200 in costs, and incurred an £80 victim surcharge.
The Case Details
The investigation began on 1 September 2023 when the Council’s Counter Fraud and Investigation Team conducted a covert operation in central Southend. During this exercise, Mr. Thomasson was spotted parked in a Pay & Display bay displaying a blue badge. When approached and asked to present the badge, he refused and drove off.
Further inquiries revealed that the badge was registered to Mr. Thomasson’s father, who was not present at the time. During the interview, Mr. Thomasson claimed he had dropped his father nearby and believed the request was a scam, explaining his refusal to comply. However, CCTV footage contradicted his account, leading Magistrates to find his testimony inconsistent.
