Southend-on-Sea City Council has reinforced the essential role of Civil Enforcement Officers (CEOs) after the conviction and sentencing of a man who assaulted an officer while on duty.
Prison Sentence for Violent Offender
Danny Rynne, 33, of Elmer Avenue, Southend, has been sentenced to two and a half years in prison by Basildon Crown Court. He was convicted of robbery and handling stolen goods following an incident in December 2022, where he verbally abused, threatened, and physically assaulted a Civil Enforcement Officer who had issued him with a Penalty Charge Notice.
Council Condemns Violence Against Officers
Cllr Martin Terry, Cabinet Member for Community Safety, said:
“This was a disgraceful and cowardly attack on a public servant doing their job. Violence and abuse have no place in our city, and I commend Essex Police for their thorough work in bringing this individual to justice.
Our Civil Enforcement Officers are essential to keeping Southend safe and fair, and they deserve respect and protection.”
Cllr Daniel Cowan, Leader of the Council, added:
“Our Civil Enforcement Officers play a vital role in keeping Southend safe and accessible by enforcing parking rules that support local businesses and reduce congestion.
No one should face abuse or violence for doing their job, and I hope this case sends a clear message that such behaviour will not be tolerated.”

Civil Enforcement Officers patrol seven days a week, ensuring:
- Parking rules are fairly enforced
- Local businesses are supported
- Roads remain safe and accessible
