Councillor David Garston has been nominated for the Freedom of the City of Southend-on-Sea in recognition of an extraordinary 50 years of public service to the community.
The nomination, formally submitted by Cllr James Courtenay, has received cross-party support from Group Leaders across Southend-on-Sea City Council and will now be progressed through the Council’s formal approval process.
The Freedom of the City is one of the highest civic honours that can be awarded by the Council. Recent recipients include Kevin Maher, Head Coach of Southend United FC, recognised for his dedication and leadership of the club and the late Sir David Amess MP, in recognition of his lifetime of public service.
First elected in May 1970, Cllr Garston has served for 50 years, making him one of the longest-serving councillors in Greater Essex. He has served residents across the city, including as a councillor on both Southend-on-Sea City Council and Essex County Council, representing areas such as Southchurch and Prittlewell.
His many roles have included Cabinet Member for Housing and Planning and the 63rd Mayor of Southend-on-Sea (1983 to 1984), alongside his service on Essex County Council.
Cllr Garston’s work has made a lasting impact across the city. He has:
- advocated for Severe Weather Emergency Provision (SWEP) to support rough sleepers during winter months
- helped to expand the city’s supply of affordable housing for residents most in need
- supported homeless charity HARP when holding his cabinet position for Housing and Planning
- championed Southend’s cultural heritage, including securing Grade II listed status for the city’s historic Civic Fountain
To put his service into context, when Cllr Garston was first elected in 1970, Norman Greenbaum’s Spirit in the Sky was number one in the UK charts and featured on Top of the Pops, and a pint of milk cost just a few pence.

“David’s contribution to Southend spans generations. His commitment to public service, particularly his work supporting vulnerable residents and strengthening our communities, is a powerful example of civic leadership. This nomination is a fitting recognition of that lifetime of dedication.”
Cllr James Courtenay, Leader of the Conservative Group, said:
“David’s record of service is truly exceptional. For 50 years he has represented residents with integrity, knowledge and dedication. His contribution to housing, planning and community life has made a lasting difference to Southend.”
Cllr Paul Collins, Leader of the Liberal Democrat Group, said:
“It is an honour to serve alongside David. His sense of duty is second to none in the Chamber. He is a great source of information and experience, which our Group values highly, even though he sits across the Chamber from us. I am proud to have worked with David, and this honour we wish to bestow is the least we can do to say: ‘Thank you, David.’”
