A Westcliff resident has been prosecuted following an investigation by Southend-on-Sea City Council’s Counter Fraud and Investigation Team into the misuse of a blue badge.
Ashley Binns, 46, of Westborough Road, Westcliff-on-Sea, pleaded guilty at Southend Magistrates’ Court on 13 February 2025 to unlawfully using his wife’s blue badge to park outside his home.
The council’s fraud team first received a report in December 2023 from a member of the public, alleging that Mr Binns was regularly using the badge to park on double yellow lines. An investigation confirmed the misuse, and he was issued a formal warning to stop or face prosecution.
In June 2024, a further complaint was received, and council officers reopened the case. An investigator later observed Mr Binns parking illegally without a blue badge displayed, after which someone exited his home and placed the badge on his dashboard.
Following further enquiries, Mr Binns was invited for an interview, where he admitted to using his wife’s blue badge for his own convenience. Southend Magistrates Court fined him £146, ordered him to pay £345 in costs, and issued a £58 victim surcharge.
The council’s Counter Fraud and Investigation Team regularly investigates blue badge misuse, working closely with Civil Enforcement Officers to identify and take action against offenders.
Cllr Martin Terry, cabinet member for community safety, said: “This successful prosecution demonstrates the council’s commitment to tackling blue badge fraud. Our fraud team works hard to protect the integrity of the scheme, ensuring spaces are available for those who genuinely need them. If you misuse a blue badge, you will be caught, and you could face prosecution.”
