Housing Growth Must Be Matched by Healthcare Infrastructure!

Healthcare Infrastructure and Planning

Unlike many other forms of infrastructure, there is currently no consistent legal requirement for local planning authorities to consult the relevant NHS organisations on every major planning application or Local Plan. Consequently, planning decisions may be made without a thorough assessment of whether local healthcare services have the capacity to meet the additional demand generated by new developments.

Healthcare encompasses much more than GP surgeries. Population growth affects every part of the NHS, including community health services, mental health services, ambulance services, and hospitals.

Regional Services Under Pressure

Locally, residents depend on Mid and South Essex NHS Foundation Trust, which provides not only general hospital care but also specialist regional services. These include emergency vascular care, hyper-acute stroke services, cancer diagnostics and treatment, renal services, specialist maternity care, burns and plastic surgery, cardiology, and cardiac surgery.

Many of these services support patients from across Mid and South Essex and neighbouring areas, meaning the impact of housing growth extends well beyond individual council boundaries. This makes it essential to consider the cumulative impact of housing developments across Rochford, Southend, Basildon, Chelmsford, and surrounding districts.

Demand Outpacing Capacity

Publicly available NHS performance data indicates that many healthcare services continue to experience significant operational pressures, including long waiting lists, challenges accessing primary care, and sustained demand for urgent and emergency services. These pressures arise from demographic changes, workforce shortages, and increasing demand.

Against this backdrop, it is reasonable to question whether healthcare infrastructure is being planned with the same rigour as other essential services.

This is not an argument against building new homes but rather a call for properly planned growth supported by the necessary infrastructure communities rely on. Planning decisions should be informed by evidence from the organisations responsible for delivering healthcare.

Planning for Healthy Communities

While a single development may seem manageable in isolation, multiple developments combined can place substantial additional demand on healthcare services that already serve a wider population.

It would help ensure that decisions are based on robust evidence, healthcare impacts are properly understood, and any necessary mitigation is identified early in the planning process.

Communities should have confidence that healthcare infrastructure will expand alongside housing. By recognising healthcare as critical infrastructure alongside roads, schools, utilities, and flood protection, sustainable development can be supported while protecting NHS services for both current and future residents.

For example, Southend Hospital has invested £8.9 million in its emergency department, an important and much-needed improvement expected to enhance patient care and reduce pressures within the Emergency Department.

However, this investment alone is unlikely to meet the long-term healthcare needs generated by existing waiting lists, an ageing population, and the significant housing growth planned across the peninsula.

Healthcare Must Shape Growth

NHS providers and commissioners are best placed to assess healthcare capacity, forecast future demand, and identify the infrastructure needed to support growing communities. Their expertise should form part of the planning process before decisions are made, not after pressures have already emerged.

Requiring local planning authorities to consult the relevant NHS organisations on major planning applications and Local Plans would be a practical and proportionate change to ensure that housing growth is matched by healthcare infrastructure.
