How Canvey Island Won Bathing Water Status

From Campaign to Coastline Protection

Southend Against Sewage began as a grassroots response to a growing crisis along Essex’s coastline: the normalisation of sewage pollution in our waters. What started as a local campaign in Southend against sewage discharges has evolved, with Canvey Island becoming the next vital frontier.

Despite its popularity with families, open-water swimmers, and visitors, Canvey Island’s beaches previously lacked Designated Bathing Water Status. This meant there was no formal, regular microbial testing to warn the public about contamination risks or hold polluters accountable. Climate built momentum around a simple but powerful demand: Canvey’s waters deserved the same legal recognition and environmental protections as other bathing sites.

What Is Designated Bathing Water Status?

Obtaining Designated Bathing Water Status from DEFRA (the Department for Environment, Food & Rural Affairs) is a detailed evidential process requiring communities to prove that bathing and recreational use are significant during the official bathing season, from 15 May to 30 September. Applications typically involve gathering visitor numbers, documenting swimming activity, mapping access points, providing photographs, assessing safety infrastructure, and demonstrating community use over time.

Local authorities or campaign groups submit this evidence to DEFRA, which then works alongside the Environment Agency and relevant councils to evaluate whether the site meets the legal threshold for designation.

Investigating Pollution Concerns

The campaign became involved after being contacted by a member of Southend Against Sewage in early July 2025, with photographs of an outflow close to Thorney Bay Beach. From the images, it appeared pollution was running from the outflow into the surrounding waters. Following an investigation, campaigners decided something needed to be done.

Through a combination of Facebook campaigning, a Change.org petition, public meetings, and partnerships with South East Essex Friends of the Earth and Castle Point Climate Action Group, Southend Against Sewage took up the demand for official bathing water status.

The petition amplified the message, gathering widespread public support and framing official bathing designation not merely as bureaucratic status, but as a necessary intervention for public health, environmental protection, and local pride.

Engaging Local Groups and Councils

The campaign identified two local swimming groups on Canvey Island and contacted them about supporting the initiative. Thorney Bay Swimmers and Rainbow Swimmers agreed to join the campaign, helping to spread the message and galvanise local residents.

South East Essex Friends of the Earth and Castle Point Climate Action Group also joined in a letter-writing campaign. Collectively, campaigners wrote to Dame Rebecca Harris, local councillors, and Castle Point Borough Council making the case for bathing water status.

Support From Castle Point Borough Council

Michael Fuller, Cabinet Member for Environment at Castle Point Borough Council, was supportive and helped facilitate contact between the campaign and Stuart Jarvis, Assistant Director for Environment at the council.

Together, a working group was formed to establish the feasibility of submitting an application before going on to manage the DEFRA application process. Southend Against Sewage, Thorney Bay Swimmers and Rainbow Swimmers conducted surveys, collected data, and documented beach use alongside Castle Point Borough Council. Councillor Fuller and the council worked efficiently to compile, complete and submit the application.

Why Bathing Water Status Matters

Bathing Water Status requires the Environment Agency to regularly test for harmful bacteria and publish the results, giving swimmers clear safety information while revealing hidden sewage pollution.

Public monitoring increases pressure on water companies and regulators to improve wastewater systems, reduce sewage spills and tackle runoff, while signalling environmental responsibility and visitor wellbeing.

Cleaner waters also support healthier marine ecosystems, benefiting fish, birdlife and biodiversity in vulnerable coastal habitats.

The designation improves public health by reducing the risks of gastrointestinal, skin and respiratory illnesses through measurable safety standards. Economically, cleaner monitored beaches can attract tourism, boost local businesses and encourage regeneration.

Reclaiming the Coastline

For Southend Against Sewage, the fight for Designated Bathing Water Status is not just about testing water. It is about reclaiming coastlines, empowering communities, and proving that ordinary people can challenge pollution through persistence, evidence and public pressure.

By supporting Canvey Island, the campaign has helped redefine what coastal protection can look like—not passive acceptance, but active ecological community stewardship.
