Examining the Consequences of Deep-Pocketed Developers and the Erosion of Local Democracy.
I thought Cllr Cowan’s article on how planning works in last month’s Oracle was rather depressing. He all but admitted that this development should never have been given planning permission, but the Council rolled over as it feared the developer would challenge the decision, incurring unwelcome costs for the Council.
Council Favours Wealthy Developers
In effect, this means that any developer with deep pockets will receive planning permission from our Council, irrespective of the merits (or, as in the case of building on a flood plain, irrespective of the fact that existing lives, homes, and properties would be put at increased risk of flooding).
Councillor Exclusion Defies Democracy
Cllr Cowan also explained that a councillor known to object to a proposed development could not sit on the planning committee, as they were biased. This is absurd; of course, they should be on the committee so they can represent the views of those most affected and vote on behalf of those who elected them – it’s called democracy. There’s no problem here; that one vote will be outvoted if the committee decides the development should go ahead despite local objections.
Investigate Planning Officer Failures
As for the Planning Officers, if any of them recommended a development that failed the requirements of the National Planning Policy Framework (NPPF) they should be investigated to establish the reason (Incompetence? Subjected to undue pressure? Reward?) and appropriate action taken. As for raising concerns before planning permission is granted, many of us pointed out IT’S A FLOOD PLAIN but were ignored.
Councillor Urged for Flood Plan
A number of local residents have told me that their councillors have not explained where flood water (freshwater) will go once the flood plain is removed. It’s all very well digging large drainage ditches but drain it to where? The obvious answer would be the sea, but this won’t work if it coincides with one of the many exceptional high tides in the Autumn / Winter period due to tidal pressure. Will there be a pumping station? If not, how will the drainage system work? Would Cllr Cowan be kind enough to reassure local residents by explaining the drainage plan?
MP Urged on Unsafe Development
Perhaps our new MP, unlike his predecessor, will take up the Bellway development with the Secretary of State for Housing, as this is not about NIMBYs but the safety of lives and homes over a 60-plus-year period and the failure of the Local Planning Authority – Southend Council – to do its job, as this development did not pass the requirements of the NPPF. Or perhaps Bellway itself might do the honourable thing and ask the Council for permission to build on another completely unsuitable area but choose one which will not put existing residents at risk.
